LONDON, February 29. Tie Cairo correspondent of the f Daily Express ’ states that both the iWafd and the Liberal Constitutional Executives favor rejection of the British proposals, as recently communicated to them by Sarwat Pasha. The newspaper ‘ Mokattam,’ in making this announcement, adds: “Sarwat Pasha will probably refrain from publicly detailing the conversations, and will merely inform Lord Lloyd (British High Commissioner) that there is no prospect of the draft agreement beiug signed, and thereupon will resign. Meanwhile the excitement continues, students assembled _ outside the Wafd headquarters shouting: “Down with the false agreement; down with the Government,”
