The King has approved of the appointment of Sir Horace Ruinbokl, Ambassador Extraordinary and Plenipotentiary' at Madrid, to be Ambassador Extraordinary and Plenipotentiary at Berlin. . ~, Sir Horace Rumbold was Charge d’Affaires in Berlin at the outbreak of war. The newspapers here express satisfaction with the appointment of the diplomatist, who has bad a long and distinguished career, and who has already served in Berlin. The opinion is expressed that his previous knowledge of Germany will enable him to consolidate the friendly relations which have been the object of Ixird D’Ahernon and Sir Ronald Lindsay, bis predecessors in Berlin.
