The text is withheld, but it is understood that it urges French acceptance of the American proposal for a multilateral treaty. , r _.. [M. He considered that America should remember that the members of the League of Nations signed in September, 1927, a resolution declaring aggressive war condemnable as an international crime, and recommending the peaceful solution of differences.
