Sir, —The defects of irrigation policy that you are bringing to light are so grave that one wonders more than ever why Dunedin alone is saddled with the responsibility for them. In these days of centralised government there is a possibility that Dunedin might be comparatively blameless. It is impossible to think of Wellington as blameless. You advise the Government, since departmental heads have got it into a mess, to deal with the situation itself. Let us hope the Government will, but departmental influence is very strong. Since and including the days of Sir William Fraser the Public Works Department has been run not so much by the Minister as by departmental chiefs.
