LONDON, February 16. A Jockey Club and National Hunt memorandum circulated among members of the House of Commons explains that a central authority will bo established under the Jockey Club and National Hunt Committee to raise the necessary funds to erect and operate totalisators on the various courses. All moneys paid in will be controlled by the authority. The stewards intend that racecourse owners shall make a charge on bookmakers for the right of belli on their grounds, which moneys will be paid to the central authority in the same way as the totalisntor moneys. A percentage of all bets will be deducted by the authority, and the balance paid to winning backers. To this percentage will be added the payments by the bookmakers, and this sum will bo used for paying the betting duty, Government expenses, and interest on capital for tho totalisators. The balance will be used for the benefit of breeding horses, increasing stake moneys, and improving race tracks, while a. proportion will be devoted to charitable purposes. None will be used to increase the profits of pyivatelyowned racecourses.
