HAVANA, February 16. (Received February 17, at 11.30 a.m.) On behalf (of (be United States, Mr Hughes unqualifiedly endorsed tho resolution to outlaw war among the American republics introduced at the Pan-American Conference by Gonzales Rea, the Mexican delegate. The resolution was referred to a sub-committee for preliminary consideration, whereupon Mr Hughes said; ”1 take this opportunity to express entire accord with the proposal of Senor Ken.”
