NEGOTIATIONS WITH PERSIAN GOVERNMENT.

RUGBY, February 13. In the House of Commons the Foreign Secretary (Sir Austen Chamberlain) was asked whether the Note recently sent to the Persian Government dealt with the subject of permission to British aeroplanes to fly over Southern, Persian territory en route between Iraq and India. He replied that the attention of the Persian Government had on several recent occasions been drawn to the desirability of concluding a friendly settlement of the questions outstanding between the two Governments, of which ono was the establishment of a civil air service between Iraq and India. Hitherto the attitude of the Persian Government had not permitted such a service to be operated, but negotiations were still proceeding.
