AUSTRIAN BIRTH RATE VIENNA, February 8. A Hill to increase the birth rate provi'F- that parents of several children will bo granted reduced taxation and credits to build family houses, while the super-tax on bachelors capable of founding families will be doubled. Civil servants will be given bonuses for children, and female employees, on marrying, will be given double dowries. The sale of contraceptives will be prohibited without special permission, and children are to be taught that childlessness is tantamount to treason,
