WASHINGTON, February 4. Mr P. B. Kellogg expressed surprise at M. Briand’s statement that the question of reparations and war debts might be the subject of an international conference this year. _ He declared that no such suggestion had been made to the United States. Mr Kellogg also announced that he intends to leave to-morrow on an official goodwill visit to Ottawa, where he will remain till the 9th inst.
