The ‘Westminster Gazette’ says that the Soviet will shortly attempt 1c reopen Anglo-Russian relations on the basis of tho settlement of Anglo-Ras-sian debts. Owing ,to 'ho precarious financial position, necessitating tho floating of an internal loan of £20,000,000. bearing 12 per cent, interest, and redeemable in 1937, leading experts conclude that it is better to restore credit abroad so as to enable cheaper borrowing.
