BOROUGH COUNCILS

MOSGIEL The mayor (Mr J. P. .Walls) mesided over tho monthly meeting of tho Mos gicl Borough Council last night. There was a full attendance of councillors. The Finance Committee reported thal the receipts for the past month had oeeu £904 19s Id, and recommended for payment accounts totalling 266 6s 6d. The bank book showed a debit balance of £467 3s Bd. The committee also reported having examined tho picture theatre accounts, and recommended foi payment amounts totalling £59 16s 6d. —Adopted. After detailing the operations of the past month the Works Committee recommended that two additional trucks of ashes be ordered from the Railways Department for tho completion of tho Park street footpath; that the topdressing of’ the Recreation Ground and tho drainage of tho hockey ground be left in the hands of tho chairman, with full power to act; that tho borough foreman bo instructed to interview any ratepayers who were causing damage to the watertables through defective crossings over the same; tiiat the necessary alterations be made to Mr Greave’s garage entrance, Gordon road; that Mr D. Ruthven and others who peti tioned for alteration to storm water conditions, Wycliffe street, be informed that after having given this petition mid the circumstances of tho case full consideration, and that after having had an estimate prepared of the probable cost of this work, the council had not the funds to undertake it. Building permits had been granted to D. ). Gumpatze, Melville Park, tbree-roomed cottage and pigsty; A. imrie, Church street, new bathroom and drainage; D. Muirhead, Gordon road, additions to existing building; E. Pilling, Inglis street, glasshouse; J. White. Gladstone road, fivo-roomed house; M. Walkei, shop and dwelling in Gordon road; F. J. Brcmuer, dwelling house in Irvine street. Regarding the open ditch in Church street in front of tho Recreation Ground, further consideration of this matter lias been deferred until the meeting of the council in order to give all tho councillors an opportunity of inspecting the same. The report was adopted and all recommendations agreed to. The General Committee reported that applications for the use of the concert grand piano had been granted as follows :—St. Luke’s Anglican Cnurch concert, Mosgiel Municipal Band concert, united churches’ sacred concert. Re garding tno Health Department’s re port in respect to Mrs Collie’s property, Church street, the department’* requirements contained iu_ this notice had been noted, and the committee suggested that steps be taken to compel the owner to connect at once these premises with the public sewer. With regard to Coronation Hall, tho committee recommended that the question oi scrubbing the main hall be loft in abeyance until the next meeting of this committee, and that in the meantime the sawdust sprinkled on the lloor be allowed to remain there-—Report adopted. Tho district telegraph engineer, Dunedin, wrote stating that he was advised that in a certain borough there was a traffic by-law in operation wliicii provided that ail motor cycles should have affixed thereon a rear rod light and that oh sidecars there should be a light on the near sido snowing white to the front and red to the real. The lights to be visible at least itlOyds from tho vehicle. He asked whether there was a similar provision in Mosgiel, and, if so, what it was.—The clerk to supply' the information

The Department of Labor, Dunedin, wrote stating that the Government was anxious' to ascertain the true position of the subject of unemployment, and stating that they wished to bo fully advised as to what stops local authorities wore taking to deal with the mntier in then district.—Received.

The Minister of Railways further, replying to council’s letter of July IT regarding resumption ot Church Board bind fronting Mosgiel railway station to provide facilities for Workshop employees, informed the council that the matter had received careful consideration, and he regretted that he was unable to authorise the taking over of the land in question, as the area was too much, in excess of the requirements, and it was considered that the locality_ was too far away from Dunedin.—Received. The Secretary, Mosgiel Volunteei Fire Brigade, forwarded list of suggestions in connection with the new by law to govern attendance in the Coronation Hall.—Noted ; recommendations adopted. Tho Otago General Laborers’ Union wrote stating that the existing award between the union and tho council expired on the TOth inst. He stated he had been instructed to negotiate with the object of obtaining a new agreement.—Cr V, right to be the council’s delegate at the conf ronce. Messrs Hutton’s Land Agency placed under offer, to council the band rotunda in use in the late New Zealand and South Seas Exhibition.—No funds available.

The District Engineer, Now Zealand Railways, authorised the council to remove 100yds of quarry strippings at la 6d per load from the Mosgiel quarry. —Noted.

The local Government Loans Board naked for a return of estimate loan proposals for the financial year ending March 31, 1928.—The clerk to attend to the matter. R. Notification of changes ot property wore made as follows, and the clerk authorised to alter the ratepayers’ roll accordingly:—Messrs Moore, Moore, and Nichol notified that Mr E. J. Chiles had sold part of section 32, Irregular block, East Taien, to Mr Jaa. Pearson, who would bo responsible for the current year’s rates. Messrs Moore, Moore, and Nichol notified surrender ot lease of 9 acres 2 roods 25 poles, being part of sections 5 and 6, block C, East Taieri, from tenant to Messrs John Reid and Sons, Ltd.; also notified that the tenant had sold the land still remaining subject to the lease to a new tenant, who would be liable for all current and future rates. Messrs Webb and Allan notified that Mrs A. M'Donald had agreed to purchase sixteen acres, being portion of part 2, block 3, East Taieri, from Mr A. Todd. As Mrs M'Donald was Responsible for the rates' from March 31 last, they asked for an amended rate notice to be furnished to them for both Mr Todd and Mrs M'Donald. Aslin and Brown notified that Mrs Catherine E. M. Freeman had sold allotment 4, East Taieri district, in Wickliffe street to Mrs Jcannio M'Lean. PORT CHALMERS The fortnightly meeting last night was attended by the Mayor _ (Mr T. Anderson), Crs Allan, Craigie, Wiilraott, Scoilay, Smith, Lunn, and Campbell. Cr T. Mackie was granted two months’ leave of absence. Mrs A. Campbell and Mr R. Sliand complained of surface water flowing on to their properties during the recent heavy rains.—The former was referred to thj Works Committee, tho latter to the Reserves Committee. Th i Bowling Club wrote in regard to drainage at the proposed green at Mussel Bay .--Works Committee to act. Application was received for the transfer of two grazing sections on the Town Belt from J. IT. Henderson to E. Wheeler. —Reserves Committee to act. A further communication was received from tho Railway Engineer in regard Lo a blocked culvert at Hansford ,—The matter was held over, as an understanding in regard to a solution o* the difficulty was likely to bo arrived at. REPORTS. lln Gas Committee reported that during the past fortnight two water service repairs have been carried out. Repaii. were also carried out to the 51u m. in adjacent to the reading room. Ow'ng to the bad weather tho contractor has been unable to make much headway with tho relaying of the Tin main in Constitution street. Instructions hav i been given to put in a new cross piece at tlie junction of Magnetic stui t and Constitution street, with a Tin connection to the latter street. Messrs A. and T. Burt’s quotation has been accepted for the supply of stocks of pipes and fittings, etc, price £7l 10s. —The report was adopted. In the general account the expenditure was £135 Its lOd, and the receipts £lll 16s 10d; the gasworks expenditure amounted to £219 os lOd, and the receipts £l9 13s lid.—Approved. New by-laws for the regulation of motor traffic were approved. Three tenders were received for supplying mud tank gratings.—Messrs Stevenson and Cook’s tender at £1 19s, being tho lowest, was accepted. The Mayor said tho time had arrived when telephone subscribers within ton miles of the city should be connected directly with the city telephone bureau, thus doing away with the handicap of toll charges.—lt was decided to. communicate with Mosgiel, and ask the Expansion League to support the proposal. Cr Allan suggested that the council, in view of a recent fire at Macandrew road, take into consideration tho advisability of putting a larger water main to Cai'oy Day The Mayor said that the council should protest against the chairman and secretary of the Fire Hoard both being in Dunedin, A more modern fire engine was needed.—Cr Allan endorsed the mayor’s remark.—C’r Lunn said the brigade hud a fair equipment, and the board’s policy bad been to keep down expenditure. Tho present engine was only intended to deal with incipient fires Tho superintendent of tho brigade resided in Port Chalmers, and he held such powers that the chairman’s presence was not indispensable. The secretary resided in Port Chalmers, although employed during tho day in the city. There was only a lin main round Macandrew road, whereas, as ho had previously advocated, there should have been a Sin main. The matter of providing a larger main to Mansion! was referred to the Water Committee. It was decided to recommend the Fire Board to provide a fire boll at Hansford ; also to ask for a report in regard to a more powerful lire engine. ST. HILDA The fortnightly meeting of the St. Kilda Borough Council was held last evening, the mayor (Mr R. W. Hall) presiding. Others present:—Crs J. Fleming, C. Conn, J. D. M’Curdy, H. H. Leary, J.' Beattie, T. D. B. Roy, R. Teller, Geo. Stratton, F. 0. Gillarn, and E. Longworth. Mr H, L. Taplcy, M.P., wrote thanking the mayor, mayoress, and people of St. Kilda for their kind expression of sympathy in the loss of his wife.—Received. The Prime Minister and Mr T. K. Sidey, M.P., wrote expressing their thanks for the council’s good wishes in connection with the Daylight Saving Bill.—Received. A letter was received from the principal and secretary of the King Edward Technical College advising of Mr H. L. Tnpley’s. M.P., retirement from the board, and asking to he notified ■f the name of the council’s represen;ative to lie present at a meeting to Ho held on September IT.—Received. Tt was decided that Cr Conn attend. The Secretary of the Dunedin Re--nrned Soldiers’ Association wrote advising that the association had voted a urther £3O in connection with uncni'ioyment on tho understanding that the council would subsidise the amount 2 for .£.—Received. U was decided that a -sub-committee H’oni the Forhnry Park Trotting Ciub wait on the council at its next meeting *o discuss the question of .Idenhig Victoria road. Cr Roy moved that the Drainage Board be asked to examine the drains .at the last end of Princes and Norma nby .streets. He explained that the ground to the houses in that area was nearly ahvays swamped, and the feople -’ould not work their gardens except after a drv spell. The motion was carried.
