STATEMENT BY HIGH OFFICIALS,

WASHINGTON, September 9. The Assistant Secretary of the Treasury (Mr Bowman), who is in charge of the Federal enforcement of Prohibition, issued a statement that there arc many incompetent and crooked men in the Prohibition service. Bribery is rampant, and there are many wolves in sheep's clothing. “Wo are after them,’’ he says. “ Some days my arm gets tired signing orders of dismissal. I want to say, however, that there are a lot of splendid, fearless men in the service. Fortunately they greatly outnumber the crooks. It would bo ridiculous to claim that thus far Prohibition is a complete success, but the great mass of Americans do ■ not drink liquor. There are two fringes of society who are hunting for booze. They are the so-called ‘upper crust’ and the ‘down and outs’ in the slums. They are dying off fast from poison hooch. If the American can be made sober'and temnerate in fifty years a good job will have been done.’’
