He said ; “If the Germans are going to be allowed to construct fortresses as they wish, and even to manufacture heavy guns, I cannot provent but I shall refuse to share the responsibility. The conference of ambassadors is raising objections on two issues—namely, the German eastern fortifications and the right to manufacture war material for export; but there are many other clauses of tho disarmament plan which the Germans have not yet fulfilled. ’
