(Received July 19, at 8.25 a.m.) The Cabinet' 3 resignation was due to their inability to accept Mahniud Maukhtar's conditions for his acceptance of a portfolio. Thefe wero the withdrawal of troops from Albania and the inauguration of a policy of trust. TewGk Pasha becomes Grand Vizier in place of Nazim Pasha. It was hoped that the formation of a neutral Cabinet, with the retirement of the Young Turk leaders, would ensure the co-operation of all parties. THE NEW GOVERNMENTS TASK. CONSTANTINOPLE, July 18. (Received July 19, at 9.50 a.ni.) • The Cabinet's resignation is attributed to internal dissensions. The real reasons, however, are the insistence of the demands of rrmtincus army officers, the spread of the Albanian rising, and the growing discontent with the Committee of the Union and Progress party. Tewfik Pasha, formerly Turkey's Ambassador in London, has been given a free hand in the formation of his Cabinet.
