DRASTIC PROPOSALS. AIMED AT THE PRESS. Press Association—By Telegraph—Copyright. MELBOURNE, July 19. (Received July 19, at 8.25 a.m.) A Bill to ampnd the Referendum Act has been introduced in the Federal Parliament. It provides for the abolition of postal voting. Organisations spending money in support of opposition to any law submitted to a referendum must make a return of such expenditure. Similarly, newspapers must, furnish returns of advertisements and articles intended or calculated to affect the result of a referendum, with the payments i«ceived for them therefor. Penalties ar» provided for furnishing untrue returns «• for failure to make a return. The offence is punishable by a fine of not le-s than £SO and not more than £SOO, with an alternative of not less than six months' imprisonment. All newspaper articles commenting on the issues involved must be signed by the writers.* For the offences of supplying material inducements to influence votes, or giving or receiving bribes, the Bill provides a penalty of £2OO, with the alternative of a year's imprisonment.
