Graaf and Mr Phillipps have arranged a South African mail contract for a decade, also speedier freight vessels under Government control. Mr Phillipps has offered to encourage, the live stock industry by carrying pedigree stock free. Mr H. C. Belfkkl, British Resident in the Malay Slates, has succeeded Colonel Sir P. Girouard as Governor of the East Africa Protectorate, the latter having resigned. Sir P. Girouard has accepted an important position at Armstrong's.
