MUNICIPAL.

South Duxeuin.—This Council met last evening, the meeting being attended by the Mayor (Mr Wardrop), and Crs Chctwin, Henderson, M'lntyrc, Fiddis, Osborne, Cossens, Mariow, and Carey.—The UnderSecretary forwarded the Supplementary Order Paper containing amendments proposed to be made in the Municipal Corporations Act. Received.—The Under-Secre-tary also forwarded the Hospital and Charitable Institutions Act, and informed the Council that they were to elect one member. Received.—The Under-Secretary for Public Works wrote re the proposed road between the Ocean Beach road and TVharf street, Dunedin, suggesting that the local bodies concerned should confer with the Harbor Board in reference to the matter. Referred to the Reserves Committee.—The town clerk, Caversham, wrote that the Drainage Committee of his Council had been instructed to call for tenders for box-drain in Cargill road.—Mr Vintinner complained about the state of a ditch in Gisborne street. Referred to the Works Committee to report.—Mr Dawsett wrote in reference to a culvert in Forbury road which empties on to his section, and asking, as he intended to put up a new . fence, if any alterations were to be made. The matter was referred to the Works Committee to investigate.—The bank manager wrote re several financial matters. Messrs Sievwright, Stout, and Co. wrote that Mr Kennedy's application to place the title of certain land on the Anderson Bay road under the Land Transfer Act had been passed, and stating that on the Council sending a cheque for the amount of the pur-chase-money a transfer to the Council would be prepared. The matter was left in the hands of the Mayor to arrange.—Thesame firm also wrote that they had just received a surrender of a lease from Mr M'Kay to the Borough, and requested the Council to sign and seal the same. They also forwarded the lease of Messrs Ktttle, Wood ! house for execution by the Couacil. Agreed to.—The Finance Committee recommended the passing of accounts amounting to L2Bl 13s 4d.—The Works Committee reported that they had instructed the inspector to raise the kerbing and fill up the footpath in Cargill road, the cost not to exceed LlO. They had met the Caversham Council Works Committee, when the following resolutions were passed :— ■* That the Caversham Council agree to expend the sum of L 25 sterling, being half the cost of repairing the carriageway in the Macandrew road. " That the Caversham Council pay half the cost of 50 cubic yards of metal for the Cargill road." The Committee recommended that the application from Messrs Smith and Fotheringham for drain pipes to be laid down in Carey's avenue be given effect to. The report was adopted, and it was resolved that the Council expend a similar amount to the Caversham CounciHm the Macandrew and Cargill roads; that tenders be called for the work; and that the Works Committee have power to accept the same. Mr John Barry's tenders for footpath formation and kerbing in Broughton street, and for works in Hall, Fox, Nelson, and Duncan streets were accepted. Poet Chalmers.—At this Council's meeting last night a letter was received from the secretary of the Garrison Band asking the Council's assistance in erecting a band-stand inside the enclosure proposed to be put at the foot of George street; probable cost, Lsor L 6. The Mayor regretted that the Council could not touch the Borough funds for the purpose, but he would have pleasure in heading a subscription-list with a guinea if the councillors would take action in the matter. The clerk was instructed to inform the Band that the Council regretted that they have nr funds available for the purpose. —The manager of the Bank of New South Wales intimated that two waterworks coupons had been lost, and requested advice on the matter.—Mr A. H. Nicholls reminded the Council of the promise made some time since as to the formation of a road round Island terrace. —On an application from the local Cricket Club for assistance in levelling the piece of ground at Mussel Bay, known as the gas site, Crs M'KENZiEandMiLLER opposed the Borough funds being expended on such a work. The Mayor thought the Council could not expend a few pounds on a better object. The ground was used for healthy exercise, and although the whole of the club were not ratepayers, their parents were, and the expenditure would be improving the Council's property. He trusted that the Council would agree to allow the daymen to assist in putting the ground in Draper order. Referred to Works Committee. The Under-Secretary for Public Works wrote that the Government were unable to recognise the Borough's claims for reclamation work at Mussel Bay. —Cr Murray presented a petition, signed by thirty-eight ratepayers, asking the Council -to erect a public market. Several of the councillors expressed the opinion that a market would confer a great boon on the town, but the Borough Council had no funds available for such an object, nor had they a piece of land on which a market could be built. —The Finance Committee recommended that the clerk should write to those persons in arrears for rent and for asphalting, demanding immediate payment of their accounts. Cr Watson called attention to the item for carpenter's work, and Cr Miller protested against any Committee expending Borough funds for any work without tenders being first called.—The Works Committee reported that the works in Burns street and Wickliffe terrace had been completed ; recommended that the watertrough be removed from its present position and placed at the corner of the Post Office, and that a dray road be formed round Island terrace. —The Mayor and some councillors considered that application should* be made to the Harbor Board to allow the Council to erect a building on the Board's endowment; but other councillors were of opinion that "the site intended to be used was a continuance of George street, and that no favor should be asked from the Board. The report was adopted, with the exception of the clause referring to the water-trough, which was referred back to Committee.—-The Sanitary Committee rej ported re a nuisance in George street that the clerk should write to the owners of sections 36, 37, and part 38, asking them to erect a picket fence, so as to prevent rubbish and other offensive matter being deposited thereon. Cr De Mafs wished to know whether the Committee considered the erection of a picket fence would do away with the nuisance complained of in that part of the town. Cr Murray, as chairman of the Committee, stated that that was only the first step the Committee had suggested; they intended to bring up a long report on the subject. If the fence were erected a check would be put on offensive matter being deposited, and steps would then be taken to have the nuisance abated.—The Water Committee recommended tint the charges for supply of water to shipping be revised, and reported that the watertank Emma had been surveyed by a competent shipwright, who estimated the cost of putting the vessel in proper order would be about L2O; in addition to this L 5 would be required to put her sails in order. Cr Schumacher considered that the watertank was a white elephant, and as very little shipping required to be supplied with water in the bay, no money should be expended on her. Arrangements could be made whereby a number of tanks could be placed on a lighter when a vessel lying in the stream required to be supplied.—The repairs to the water-tank were entrusted to Mr J. Fletcher, the cost not to exceed L2s.—The Town Hall was ordered to be thoroughly repaired.— Ihe consideration of the by-laws was then proceeded with.
