[Feb Submarine Cable.] The Eastern Question. London, December 23.—The new Turkish Constitution was promulgated to-day. It provides for the establishment of constitutional government with a Chamber of Deputies and responsible Ministers, with religious liberty and legal equality regarding all subjects of the Ottoman Empire. A Conference is to be held under the presidency of Sir Henry Elliott, who leaves for Stamboul on the 28th inst. A Colonial Ship Wrecked. The ship City of Seringapatam, from London to Melbourne, was wrecked at Buonavista. All hands were saved. The Torres Straits Mail. Sydney, December 27.—The Torres Straits mail arrived at Cooktown yesterday. A Mecca steamer bound coastwise from Hong Hong was nearly lost on the 24th November in a fearful typhoon. Last week Mr M’Bean Drought forward a no-confidence motion in the Govemment, which was defeated by a majority of seven, after which the House sat till half-past five in the morning. Mr Berry, the same evening, gave notice of another similar motion, having reference to the withdrawal ol the Government Eailway Policy. Some discreditable scenes have been enacted, and the galleries were twice cleared during the last two or three days. A large amount of public business has been disposed of. Elizabeth Wills murdered her illegitimate child at Emerald Hill by cutting its throat. A Cable Conference will be held at Sydney at the end of January. Seven horses are likely to start for the Champion Bace. Briseis is first favorite, Eichmond and Calamia next. The weather has been fearfully hot; last Friday it was HOideg in the shade. In parts of the inton'or of New South Wales it has been as high as 124deg in the shade for days together. Farm labor is scarce in consequence. As much as 15s a day and keep is given in some parts. A good harvest is anticipated. Disappointment was felt at the withdrawal of the Government Eailway Scheme and Lean, as it delays the circulation of loan money already available for use. The general elections will probably be held in April next. Under the ne v Bill all the elections take place on the same day, and not in batches as heretofore. Business is dull, but sugars, brandies, and tea are still very firm at an advance.
