HARBOR IMPROVEMENTS.

To the Editor, Sir, Will you please to allow me space to put myself right with MrJ. T. Timmsonm regard to my last letter to yon on the above subject. I had no intention of reflectmg. 011 . Mr Thomson’s plans, whose engineering abilities I have always considered the best in New Zealand. My purpose was to show the absurdity of the powers that be in adopting certain plans proposed by their own engineer, and, having partly carried them out, turning round and insisting on an entirely difierent plan—exactly as was done with Mr Thomsons’s. 1 was quite aware, when last I wrote, how the said plans had been.muddledby the then Irovmcial Government, and it is on account of the same influence coming forward against the Engineer of the Board that induced me to wnte as I did ; and I most say, as one who has seen a good deal of similar work carried out, that in the long run the engineer s plans will be the most economical. Ihe plant necessary for depositing the silt on the banks will cost at least half of what is required under Mr Simpson’s plans, and time will show whether I am correct in saying that it will take at least six months before a commencement can be made to dredge the channel under the new plans. I am, &c. Tv , Aquarius. Dunedin, December 4.
