CITY COUNCIL.
A special meeting of the City Council was held this afternoon; present—The Mayor and all the Councillors except Or. Woodland. The Finance Committee reported“ Tour Committee has the honor to report haying considered the letter from Mr J. B. Bradshaw, placing the University Buildings under offer t# the Council, for Town Hfdl god Other purposes, for L 30,000 on torins. Your Committee recommends that the offer be declined: the finances ef the Corporation not justifying such an outlay under existing circumstances. The City Surveyor has been instructed to submit to the Council at to-day’s meeting a statement of estimate of cost—(Firstly) F6r carrying out the comparatively inexpensive which have recently been proposed at the Council Chambers, viz., to provide for two or three additional rooms ; (Secondly) For carrying out such inoro extensive alterations at the Council Chambers as may fairly suffice for all the office requirements of the Corporation in all its departments—gas, water, and municipal—the additions to comprise a twostorey brick building, with a Council Chambers upstairs. As to the necessity of a Gity Treasurer, your Committee finds it to bo m every, way desirable that a Treasurer be appointed to relieve the Town CHerk of the details of the, ordinary financial meetings of the Council, as owing to the magnitude of the operations on hand the Town Cleft finds it to be impossible to do full justice to the necessary supervising of the whole of the details of the matters of m addition to his other duties. Th? Town Clefts time most be very folly taken up with b 6 ® 6l ?* conduct of the Council’s business, and what 18 Wanted is an officer to whom the Council can look for the punctual and correct completion of all balance-sheets—in fact, subject to the general supervision of the Town Clerk, to be responsible as regards details of finance, and to be Chief Beceiver of the Corporation’s revenues. Your committee recommends that application be duly invited for the appointment—salary to be at the rat* of 1400 per annum. Gr. Fish moved and Cr. Isaac seconded the adoption of the report, which was agreed to. The City Surveyor reported in favor of adding a couple of temporary rooms to the present building, and then the site would be left free to be dealt with when the Town Hall was erected, and no buildings of any value would encumber the ground, rendering it partially valueless for intending lessees.
Cr. Fish moved—“ That in the opinion of this Council it is expedient for the present to abandon the idea of building a Town Hall in the Octagon, but that in lieu thereof a sum of L 4,000 he expended in making additions to the present building. Cr. Thomson moved an amendment—“ That the accommodation absolutely necessary be made in the simplest and cheapest manner possible; and that the Council at once proceed to erect part of its permanent buildings on the site of the Octagon, provision being made so that entrance accommodation be secured to tbo Town Hall.” There voted For the amendment: Crs. Thom* *on,_ Brown, Grant, Gibson, and Wright. For the motion: Crs. Fish, Walter, Isaac, Campbell, Mollison, and Roberts. The motion was accordingly carried.
The Legislative Committee reported as follows; Yonr Committee has the honor to report having considered the letter of September 22, 1876, from the Deputy Commissioner of Crown Lands, applying Jbrcertain information in relation to the different City reserves. Tour Committee recommends that the desired information be forthwith furnishbd,”
