It is high time the City Council took action in the direction of bard-working Town Clerk of some of the multifarious duties with which he is at present burdened. Speaking with some knowledge of the conduct of the Corporation's affairs, we havo no hesitation in saying that while she clerical and other work which Mr .Masse y performs is well done, that gentleman is much overtasked, and that no one knows better than himself the necessity'there itrfor a division of the labor. A City Treasurer is absolutely required. Tho ordinal* civic reoeipts are clwse upon £50,000 a year, and, nearly £40,000 of borrowed money is being expended annually just now, so that the Town Clerk at the present time, in addition to carrying' on the extensive correspondence' of the ! Council and having the oversight of three different departments is charged with the responsibility of watching, an annual expenditure of £90,000, every shilling of which passes through his hands. It has been before the Council for some time now; and at to-morrow's meeting we shall be glad to learn from the' Finanet Committee whether or not anything definite has been done in the matter,
