[By Telegraph.] HOUS3 OF REPRESENTATIVES. «_ *, . October 7. On the recommittal of THE COUNTIES BILL, considerable discussion arose on the qualification of County Chairman. The following Eroposal by the Government :—"That memera of the House should not be disqualified, and that electors of outside counties and boroughs should be eligible," was carried by 29 to 28, after a great deal of discussion. On the motion that the Bill be now read a third fame, Mr Stout moved the adjournment of the debate in order to have the amendments in the Bill printed. This was lost by 29 to 18. Then began a series of formal protests against the third reading by the following members, who spoke in strong terms condemnatory of the Bill, predicting confusion and widespread dissatisfaction from its operation:—Messrs De Lautour, Hodgkinson, Reos, Henry, Sheehan, Burns, Grey, Rolleeton, R. Wood, W. Wood, and Stout. Mr Reader Wood moved another adjournment, and Mr W. Wood that the Bill be read that day six months, but both were lost. Ultimately at 2.20 a.m. the third readme was carried by 37 against 16. The House adjourned till 2.30 p.m. on JJpaoay. for Government business only. The Fnancial Statement was not delivered last night.
