Wellington, August 31. On the House meeting, i . A debate arose on the introduction of some Harbor Bills by Sir J. Vogel, objection being taken on the ground tbat the proceeding was irregular. "' I Sir J. Vogbl explained that untjl an announcement of the formation of a new Ministry,; he necessarily occupied the position oMPremier. The discussion was • kept up till nearly eigh* .^o'clock,! when Major Atkinson expressed his regret that he was unable to make to the House that de- . finite statement he thought he Bhqnld have been able to make. .He said, however, he had obtained the consent' of a number of gentlemen who were ready to foria a Government. -;•' • ;
