(From owovm Correspondent.)
June 23. Mr Stafford's speech was a moderate and practical one—all the points told. The Opposition talk this morning about walking out and not voting. Mr Stout's contention of the illegality of the proclamation has not affected the opinions on Sir J. Vogel's challenge''. The contention that the proclamation iftillegal has not affected the position. Ministers will have a large majority. The debate will probably collapse to-night. ..•'■•■'■ > Ministers are overworked with departmental details. It is proposed to create two ex officio members without seats in the Cabinet.
