The a.s. Bingarooma, from Melbourne via the I Bluff, arrived alongside the ’railway pier at 7.50 a.m. yesterday. She left Melbourne at 2 p.m. on the 29th nit., and arrived at the Bluff at 1.30 a.m. on the 3rd. Left again at 4 p.m. some day, arriving aa above. The Bingarooma took her departure again this afternoon for Nelson via Wellington and Lyttelton.

The barque Harriett Armitoge, for Auckland, was towed to sea on Saturday afternoon by the s.s. Jane.

The barque Bobycito, with a cargo of 600 tons of coal, fiom Newcastle, was towed up this morning. She left Newcastle on the 20th. The three-masted schooner Floral Star for Newcastle sailed this morting. The ketch Anna, with a cargo of timber from Gatlin’s River, sailed up tbis morning with a light N.E. wind.

The schooner Jane Scolly, with timber from the Bluff, arrived early this morning and passed the port to Dunedin; The Union Company’s s.s. Taupo. with cargo and thirty-eight passengers from the Northern ports, arrived alongside the railway pier at 10.30 a.m. yesterday. She left Onehdnga at 3 p.m. on the 80th nit, called at Taranaki, Nelson, Pictbn, Wellington, and Lyttelton. There discharged 2d) bales of wool, 93 casks of tallow, and 30 tons of general cargo, and left for Port Chalmers at 3.45 p.m. on the sth inst. Off Oamarn the Taupo encountered a strong S.W. breeze with rain squalls, which continued until arrival. We thank Mr Ponsonby (purser) for report and exchanges. The Frank Guy, with a cargo of piles and hardwood timber from Bfttomah’s Bay, arrived eff the Heads on Friday night, and sailed up on Saturday afternoon with a light N.E. breeze as far as the lower anchorage, when the wind failing her she came to anchor. The Frank Guy is a handsome three-masted schooner, and was built at Bateman’s Bay in 1875 by Mr Storey to the order of her owner, Mr Guy. She is a well-constructed vessel, built of iron bark and blue gum, with kauri decks, and is of the following dimensions: —Length overall, 128 ft, with a beam of 23ft flin, and depth of hold, 10ft. She left Bateman’s Bay on the 20th ult.

The topsail schooner Mary Ogelvie, with a full cargo of timber born the Bluff, sailed up this morning. She left the Bluff on Saturday morning. The Union Company's steamer Tiupo, with cargo and passengers, took her departure from the rail* way pior this afternoon for Northern ports. Messrs M’Meokab, Blackwood’s s.s. Arawata arrived from Nelson, via Wellington and Lyttelton, at 8 a.m. yesterday. She left the latter port at 4.30 p.m. on the 3rd. .The Arawata left again this afternoon for Melbourne, via the Dlpff, with the New Zealand portion of the Suez mail.

THE PACIFIC MAIL COMPANY.

The delay in the sailing of the City of San Fran* cisco, mail steamer, before the City of New York, is thus accounted for by the ‘ Alta California’ of April B: —Jay Gould, who, for some time past has held a largo interest in the company, became so dissatisfied with the administration of affairs at the head office that he determined upon a radical change. To bring this about it became necessary that he should get a majority of the stock in his own naiho. This ho accomplished by buying out Bussell Sago. • From that moment an energetic administration of affairs set in, which has been perceptible here in a number of changes and removals. The difficulty about the departure of the t ityof San Francisco arises from a totally different cause to that which has been assigned. By the terras of the contract,! Macgregor and Elder were to supply two ships and the Pacific Mail Company three, and the seivice was to commence at a certain specified date, or subject the contractors to heavy penalties. The Pacific Moil Company Lithfnlly performed its part of the contract, but- Macgregor and 'Elder failed to perform theirs, the two ships debp itched by them to the Colonies having arrived two months beyond the stipulated time. The penalty for this failure the. Governments named seek to stop out of the subsidy already earned by the Pacific Mail Company. Hence a difficulty has arisen, which is at this moment the subject of telegraphic correspondence between the Mail Com* pauy, Messrs Macgregor and Elder, and the New doiith Wales and New Zealand Governments, and hence the delay in the sailing of the City of San Francisco. During the past few days telegraphic orders have been received from New York, making several important changes here. It is understood that Mir A. P. Bacon, the agent at this port, has the entire confidence of Mr Gould, and that nis administration ot the agency has been approved. The fob lowing captains have been served with notice that they will be relieved, namely, Messrs Tanner, Seorle, Lachlan, Howard, Connelly, Phillip, and Dow; The following captains have been confirmed in their respective commands, viz.:—Maury, Waddell, Cobb, Scabury, Morse, Dearborn, Shackfprd, Caverly, and Nolan. The appointment of Captain James J. Waddell has been under review in the New York office, and results in his being.'confirmed in the command of the City of-3an Francisco. This was probably due to his being endorsed by ViceAdmiral Eowan, Commodore Parker, Commodore Shufeldt, and other prominent officers in the United States Navy.
