1 After we w;ent to press' yesterday the Council discussed the recommendation of the Works Committee, made at the ordinary meeting on Tuesday last, that proposals should be invited 'from persons willing to assume the position of “Tramway Promoters” under the Tramways Act; the tramway to run from the Water of Leith to the South Recreation Ground via Great King, Albany, George, and Princes streets, subject to such conditions as may hereafter be adopted by the Council, It having been’ moved by Cr. Quick and seconded by Cr. Chapman (who stated that he was in favor of tramways, since he had seen them in operation in London and the United 'tates) —“That it is desirable to , construct street tramways in Dunedin,” Cr. Leary said that, having studied the question, be had no hesitation in supporting the introduction of tramways here. Cr. Woodland was in favor of consulting ~ the citizens first.

Cr. Gibson was of the same opinion, though he was in favor of tramways. Another important question was whether the Corporation should themselves construct the tramways or allow strangers to make them. He was under the impression that the tramways would pay from 20 to 30 per cent., and therefore he thought they ought to do the work themselves. Cr. Grant thought it was desirable to have street tramways, but doubted whether the time was yet ripe for them in Dunedin. It would, however, be a bad precedent to have a plebiscite. A motion by Cr. Woodland that the opinion of the citizens on the subject should be taken by a plebiscite was negatived, only Crs, Gibson, Roberts, and the mover voting for it. Cr. Leary then moved— That applications be invited from persons willing to construct tramways within the City for the privilege of so doii.g—applicants to furnish plans of tramways and sketches of rolling stock, and to state the terms and conditions on which they arc prepared to construct and work the same, and the debate was adjourned for a week.
