STREET TRAMWAYS.

The meeting o{ ratepayer* in Leith Word, convened last to protest against the City Council allowing tramways to be laid in the City, was held at Cottar's Caledonian' Hotel, Great King street. There were about fif by (,erson present, and Mr R. Wilson presided. The Chairman express jd his individual opinion that the Council should be in the p'osession of the fullest inforiiiation in teference to tramways before it dealt with the matt r. Dear Sir,—l regret that a previous engagement will prevent me being present at the meeting this evening to consider this important question. I may, however, saylsm of opinion that, if it is considered desirable in the interest of the citizens and ratepayers of the city to have tramways constructed, that the Corporation itself should lay the permanent way, place thereon the rolling stoc'', and then let it by tender for one or two yeurs, the lessee to P&yrsnt monthly in advance; keep the line and property in thorough repair; be esponsibtefor its proper conduction, and handitovor in thorough good the Coiporation at the end of the lease. If tranwrays are to benefit the ratepayers, then let the ratepayers hove die fullest possible benefit; and I maintain that the Corporation, being able to borrow money at a lower interest than any company or private person, and having its own engineering staff to construct aud superintend the laying of the line, is iu a position to perform the work much cheaper than any company or person who may be desi bus of payine for the privilege of doing so. We know from experience that should a company or individual obtain tie privilege to construct, the line, that \n.a few years, if it be considered in the interest of the ratepayers that the line shquld be purchased by the, Corporation, that then large compensation may* have to be paid.
