Melbourne, November 11. Sir James M'Culloch imundated the policy of his Ministry at Warrrambool last SatU'day w<-ek * e estimated the deficiency in revenue at L 340.000, and propos s to meet tin's by the imposition of a land t x and a tux on bank slock, shares, and oth< r prop rty; the small landholders to be exempted. Customs duties to the exi nt of LIOO.OOO a-e to be swept avny ; hut those impo-edfor protecrive purposes are to remained untouched. • <nly such duties are to be removed as are vexation* and injurious to trade, an 1 to meet the deficiency thus cased an income mx is to be levi-d, which, however, is not to touch mo lerate incomes. The Government propose to borrow a million and a half to c >rry out existing engagements, and to introduce an Amending hand Hill to extend the period of license and increase the assessment on stock. The opposition, led by members of the late Government, organised opposition to four of the Ministers. Sir James M'Culloch was opposed by Mr B. UougUs ; Dr Madden, Minister of Justice, by Mr M. L. King; Mr Ramsay. Minister of Education, by Mr Miraras ; and Mr Jones, Minister of Railways, byMr Finchamat Ballarat. The feeling was very sti ong on both sides, and the greatest excitement prevailed in the contested districts. The elections for Warrnambool and Ballarat took place last Saturday, when S r James M'Culloch was returned by over 200 majority, and Mr Jones was defeated by 971 majority. <J II Monday Dr Mad.len was also rejected by over *2OO majority, and Mr Ramsay was returned by 311 majority. Two of the Minsters out of nine have thus been deprived of their sea's in Parliament, and th * Opposition have gained two votes. Mr Berry, who was in Warrnambool previous to and during the election, repeated the threat that the Opposition w -uld not per■it the | üblic business tube proceeded with until a dissolution was granted. What the intentions of the Government are has not yet been made known. The racing has divided public interest with the elections. ■ The city never was so full of s'ranger-. Evefy hotel is crowded, and the places of public entoitaimnent are all well patronised. The weather for the season of the year has been most unfavorable, and in the middle of spring cold winter weather, with ram storm-*, is being experienced. Mr Win, M’Culloch’s shorthorn stock and brood mares were sold on Monday, and the total realised was L 19,011. The stock brought very low prices, L 660 being the highest for a null, «nd L 775 for a cow. I he ' gricultural Show, now on, is the best as regards cattle ever seen in the Colonies. Mr A. K. Smith was formerly installed as Mayor yesterday He gave an inauguial banquet, at which 4,000 were present, including the Ministry.

The Kingarooina, with the supplementary mail fiom New Zealand, just caught the Pera at the Heads as she was leaving. The mail steamer waited her arrival. A diabolical attempt was made to upset .a train on the Geelong railway last Friday. Several favorite racehorses were being conveyed to town, and it is thought this had something to do with it. The Peer obtained the gold medal for blood stock at the show yesterday, and Serenader the silver medal for trotting stallions. An extraordinary scene took place at the Independent Church, Coliingwood, on Sunday evening. While the Minister, the Rev. W. Wilson, was reading a statement from the pulpit, he was frequently interrupted and told he was telling lies. The JS ational Bank has declared a dividend of 10 per cent, and a bonus of 2 per cent. The Theatre Royal Proprietary have declared a dividend of 10 per cent. Sydney. Captain’ Home, the well-known explorer, is dead. R dlway extension has been opened to Gunning. An old hand named Lambert, who had been twic“ charged with murder, murdered Isaac Richards and Richards’s wife in their hut, and then hiring himself on a tree close by. He killed Richards with ar a\e, and the wife by cutting her throat. The tragedy happened at Mole Creek, Chudleigh, _On Tuesday night last a pleasure party ot eight,, returning in a boat from Kangaroo Point, were caught in a squall, and the boat was c apsixed. Six per-ons were drowned, after hanging to the boat, tor some time, the darknes.-, preventing them from being seen. A paas ing river craft rescued the other two. No bod ies have been re . vered.
