I observe that you have assigned to his Honor’s representative, or Deputy, the duty of presenting a congratulatory address to his Honor on bis return, . my ignorance I had thought that substantially his Honor the Deputy-Superintendent ceased to have any existence, official or otherwise, 1 immediately on the return of his Honor the Superintendent to tho Province. If . f correct in this I need scarcely say that it will he not bn quite appropriate to cany this poition oi your programme without mncuncat'on or adjustment.
