[Bt Telegraph.] (From 9ur own Correspondent.) Wellington, October 12. Messrs Reid, Maoandrew, and Bradshaw, as managers for the House, re tko Otago Waste Lands Bill, have iirawn up the following reasons of dissent:—(l.) Because the object of passing the Bill is to give to persons who may be desirous of taking up and improving waste lands great facilities to acquire, on the system deferred payment, a sufficient area of land for lond fide agricultuial occupation, and, as the clauses which provide for the alienation of land on deferred p»ym»nts are already hedged round with conditions of residence, or occupation, and improvement, from which other lands are exempt, that as further conditions which have been agreed to by the House of representatives are imposed by this Bill, it is not desirable to impose conditions as to priee, which will retard the settlement of waste lands under this system, and which will be likely to prove oppressive to occupiers, and probably place them in the position of not being able to meet their engagements to the State during any continued depression in various kinds of agricultural produce. Any iaorease of price which would lead to either ©f these results would be highly impolitic, and would endanger the successful working of the system. (2.) That owing to the uneven nature of the lands in Otago, it womld be very difficult to classify them in a satisfactory manner; the classification, however carefully made, would be of an arbitrary character. At present th« Waste Land Board has power to classify any land which is of spoeial value, and to dispose of it by auction at such price aa may be determined on. I his secures all the advantages without th« draw backs of an arbitiary classification, which, if once mad*, would not be altered with legislation. The system of balletting deferred p.yment seotions, when there is more than one applicant, has been found in practice to work well; and as that system has now been in operation for some time, and is well understood it would be inexpedient to make a change which has not been aßked for, in order to introduce a new method which is opposed to the spirit of the def«rrtd system, and which may not be found to work so well as that now in operation.
