{From our own Correspondent. ) •nr t, « . Wellington, August 17. Mr Kolleston opens the debate to-day, and he will be followed by Mr Bowen. Mr Stafford is expected to speak to-morrow. On the second reading of the Dunedin Waterworks Extension Bill, Mr M'Glashan gave notice of opposition. Mr Held presented a petition from millowners, &c., praying that the Bill should not be allowed to pass until a fair m6ney value was given them for the rights of which it was sought to deprive them. Mr Wales said the City Council had no desire to deal unfairly with the outlying districts, but was quite willing to make a compromise.

MrG. M -Lean wanted Mr Rtynolds, who has charge of the Bill, to promise not to proceed further until the petitions against it were reported on.

Mr .Reynolds explained that water could only be taken ty outlying districts at the request of a majority of the inhabitants. The City Council were willing to agree to reasonable emoluments.

The Bill was read a second time, Mr Basstian was introduced by Mr Reynolds and Mr Cuthbertson, and took the oath and his seat.

A rumor was afloat in the lobbies during the morning that Mr Basstian is an unnaturalised Norwegian. In the Council .the Hon. Mr Hart, in moving for a return to show the Bills sent up from the House which the Council had altered or rafused to pass, made a strong speech, freeing the Council from the charge of obstructiveness.
