Council to grant Messrs Anderson and Mowat permission to have a private tramway, " Fair Play" has not only not shown any good reason or argument, but has condemned it in the eyes of every reasonable man, inasmuch as the whole of hia arguments (if such they may be called) are simply contradictory and selfish. To the first question "Fair Play" asks, my answer is that Anderson and Mowat's tramway will be ft very great disadvantage to every one in Dunedin, except the interested parties. Next I have to tell "Fair Play" that the Council should not allow Anderson and Mowat to carry from two to four tons of flour or grain on such narrow tires as they have on their waggons ; if broader tires were used they would not damage the streets as they do now. " Fairplay" says that the City Council would ho doubt prevent the cars from going beyond a certain pace, but does he expect the City Council will employ a Btaff of offioers to watch the tramway? The same writer says the whole matter lies in a nutshell; so say I. The public is not to be hindered in its ingress and egress by a private individual, which would be the case in this instance. As to the granting other merchants permission, I say that if every other merchant in the city had a tramway the Council has a just right to refuse one at the part of the city now asked for.—l am, &0., Justice.
