May 30. The steamer Nonnanbv, via Torres Straits, . left Singapore two days before contract time. The Dowlais and Aberdare Iron Company have suspended payment, which involves not only minor failures, but also that of a large firm of discount brokers. June 2. In the House of Lords, the Earl of Derby, Minister for Foreign Affairs, in reply to an inquiry from Lord John Bussell, stated that Germany had recently declared she might be forced to strike the first blow in another war, in consequence of the extension of armaments the French nation was organising. The Earl of Derby further stated that through the intervention of England and Russia the danger of another outbreak of war had been averted.
