THE HARBOR BOARD BILL.

To the Editor. Sir, —What canhav e come over the reporters ? I put this question because both in the •Guardian ’ and STAB I am represented as haring said and done things I neither did nor said. . The STABsaya' because my pet Harbor Bill was not approved of, I said I would leave it to the Committee. I never said so. What T did say was that Xdeclinedtovote for either eight or six members, .and left the House when the division Should it become a question between the /Provincial Council and Executive appointing the members I should vote for-neither. The ‘Guardian’ accuses me of' ;jnoving that the number of nine; and callihgifiJ? divisions. I only moved one amendment,'-^.';That the number be eleven,” and there-was no division taken on that amendment, i

I’ I regret exceedingly that in the one instance of a Harbor Board the Council lv a thought fit to introduce the nominee system. I am entirely opposed to that system. I think so long as we have representative government.we should allow the people to have a voice in the appointment of all Boards, and I cannot see why should have elected road boards, elected school committees, elected municipal councils, and nominee harbor boards and waste land boards.—l am, &c., Dunedin, May 15.

Robert Stout.
