[By Telegraph.] mi ri . L , Wellington, April 30. Ihe Superintendent opened the Provincial Council at 2 pm. to-day. He expressed satisfaction that our financial year opened with a balance to the Provincial account of Ll6 197. ?Q?°o r i inars l i , nc ? llie ,asfc year was estimated at L 31,800, and had realised L 30,873. The territorial receipts wereLßl,4ss. being L6,4350ver the estimate exclusive of L 9,672 represented bv serin received for land. The special income fell short of expectations by L 9.354. The total reebipts for the year were L 118.901, as against an estimate of L 122,726. This he considered satis factory. The condition of the surveys of the Province, as shown by Mafor L aimer s report, was a proof of the success _ of the Provincial administration TI 6 on aul . Education Board would have LI, 800 at its disposal during the year. He was informed that the population of the province on the 31st March, 1875, was 37,203, being an increase of 25 per cent, during the last 13 months. He expressed dissatisfaction at the action of the G neral Government in not pushing on th® r ® atls «u railways between Wellington and the interior with a rapidity similar to what is being exhibited in Hawkes Bay. He estimated the ordinaly income for 1874 and 1875 at L 32.750, and the territorial receips at L 120,000, including L 30.000 to Tm r^ etl f i rom th . e sale of the foreshore, L74,.w0 is to be received fram the Trust and Loan Company to be specially devoted to the cost of reclaiming the foreshore. Altogether it is calculated that there would be L 172 383 to appropriate for the ensuing year. ’
