CITY COUNCIL.

There was a full attendance at the City Council meeting last night. The following was the principal business transacted The Commissioner of Stamps wrote that all appointments of officials under municipalities were invalid until the proper stamp duty had been paid. All appointments should be submitted to the Stamp Officer for assessment. Cr. Fish remarked that the law was a monstrous one, and advised that the foes should be paid under protest. The Chairman of the Central Board of Health wote enclosing a letter which he had sent to Dr Cole, and which asked Dr Colo to perform the duties of medical officer for Dunedin in such a manner as the Local Board might direct: also, to publish a monthly report in regard to the health, cleanliness, and sanitary condition of the City. Writing on the sth inst., the Caversham Board of Health gave notice unless steps were taken within twenty-four hours from the service of the notice to abate the nuisance at the manure depot, legal proceedings would be taken against the City Council, Cr Fish said the action taken by the Council would almost wholly remove the nuisance. By direction of the Supremo Court Site Commission, Mr Watt wrote that the site they were unanimously prepared to recommend for a Supreme Court, Resident Magistrate’s Court, "ft Barracks was that of sections 34, 35, 36, 27, 28, 29, in the Octagon Reserve, with passages on both sides of the proposed buildings, leading from the Octagon to Moray place: in exchange for which the Commission proposed to recommend the Government to relinquish to the Corporation, as soon as the Supreme Court shall remove therefrom, all the reserve not at present occupied by the to urge the Government to agree to add thereto, as soon as a new gaol shall be built, the remainder of the reserve upon which the present Gaol stands. Mr Watt added, “ Should the City Council be willing to exchange, and the Government accede to the recommendation of the Commission, the Conned will eventually obtain more than an acre and a-half of very valuable land for an acre and a-tmrd of land of much lesser value, or, excluding the area of the passages (proposed to be left), for only one acre of such land. About four-fifths of an acre could be relinquished by the Court House.”

On Mr Friedlisch’s complaint that he had been summoned for a nuisance on his property, Vithout having first received notice to abate the nuisance, Inspector Nimon reported that the discretionary power given him to summon without notice had never been abused, and that in this case he had not given notice as Mr Friedlisch’s tenant had repeatedly asked his landlord to abate the nuisance. The Inspector was now instructed to consult with the Mayor as to special cases.

Committee reported that the Waterworks hJngineer had been, instructed to report on the subject of the weed, growing m the upper reservoir, getting into and choking the pipes; also as to constructing filtering beds, i e the land offered to be sold for water supply extension purposes. The Reserves Committee made various recommendations as’ to the sale of the leases of the reserves in Albany street. Their recom mendations, that no valuation be allowed to out-going tenants, but to give them a month to remove buildings after date of sale and that the request of the Working Men’s Club for a lease of portion of the Octagon Market Reserve, be declined, were agreed to.
