Mr Richmond addressed his constituents! at Waimea last night. He spoke in faypr of the abolition of the Provinces. Mr Barniepat, Speaker of the Provincial Council, moved a vote of confidence in Mr Richmond,' but skid that the electors desimto reserve an opinion on the Provincial question till in-i formed of the character and probable cost pf the institution to follow. The meeting was poorly attended. . ' " f
