HARBOR BOARD.

There was a full meeting of the Harbor Board this afternoon, when some important matters were considered, the principal being the consideration of an offer by Mr G. Frondfoot to construct a deep water channel from Port Chalmers to Duaediu, giving a depth of 23ffc, and receiving paynjent by the Board’s defeatures. Accompanying the offer was a sealed documentcovering price, &c., the publication of which Mr Proudfobt considered would be prejudicial to himself unless the Board agieed to bis proposal, or a reasonable modification of it. Some members urged that the Board should first exhaust all means of endeavoring to raise funds for itself; Mr Rdd and others were for accepting Mr Proudfoot’s offer only as an alternative of the Board not being able to obtain funds, and therefore not in a position to throw the work open to public competition ; while the Superintendent was of opinion that if Mr Proudfoot undertook all the responsibility and risk (if any) of negotiating the Board’s debentures, and would execute the work indicated in his letter for anything like a reasonable figure slie Board should close with him at once as thb most effective way of getting the work done quickly. 'J he letter was referred to the Works Committee.

The election of a secret ry resulted in the appointment of Mr J, L. Lillies, who received five votes, Messrs Steward and Jago received one vote each. Jhe Superintendent did not vote.
