. . Invercargill. July 10. The application of Thomas Brown for a sawmill license, as made in accordance with timber regulations, at Knoll, was refused; but granted, provided no timber should be exported from Southland. The original application would have been carried had not the chairman (Mr Dundas) exercised a deliberative and casting vote against it. The Board, at Mr Wade’s request, agreed to refer to the Supreme Court the question, whether in such & case th© chairman can give a doable vote ?
