Bluff, July 2. The Albien, with the English mail, left Melbourne at 9 p-m- on the 27th, Encountered head winds all the passage, but made a rapid run of four days sixteen hours, and arrived at the Bluff at 4.3Q p.m. on the 2nd. She sails for Dunedin at 7 p.m. to-night.

London, June 24. In the Commons to day Mr Plimsoll’s Merchant Shipping Survey Bill was defeated on its second reading by 173 to 170. The Government opposed the measure, stating that the Royal Commissioners’ reports were signed, and would be distributed shortly. The Queen is expected to visit St. Petersburg in September.
