{Per Albion.) After an uninteresting debate, the Address on the Governor’s speech was carried in the V ictonan Legislative Assembly without a division. A Bill for the reform ot the Victorian Legislative Council has been read a first time, ihe O Farrell frauds continue to be the subject of debate, and will have further investigation. Mr Degraves has resigned his seat in the Legislafave Council. Messrs Taylor, Balfour, and ihomas Smith are candidates. The Argus has made arrangements to get the result of the English Derby, through the cable, m time for publication the same morning. The Cable Company anticipate that the news will oocupy an hour in transmission from London to Melbourne. They have only the weather to contend against. Colonel Centenley, another Communist prisoner, has escaped from blew Caledonia as a stowaway in the steamer Egmont. A vessel of about 300 tons has been seen bottom up between Cape Howe and Kent’s Group, The Government is likely to join in the Customs arrangement with the other Colonies.
