SIR,— We the undersigned Ratepayers of the City of Dunedin, request that you will allow yourself to be placed in nomination for the office of Mayor for the ensuing year. We believe that in the present position of affairs, particularly with regard to the supply of water to the City, it requires a man of experience and ability to preside over the City Council; and from the interest you have taken in City matters generally for years past, and particularly in the water question, we are of opinion that you are the most likely person to give effect to the views of the citizens. GENTLEMEN, —It is with feelings of vary great gratification that I have received from you the above numerously signed requisiinasmuch as it indicates, that my past Eublic conduct, as regards municipal matters, as met with your approval, and that you are willing to confide in me for the future. I did not answer your requisition at the time it was presented, because ! desired to give the subject the consideration it deserved, and also to see whether I could, in justice to you and myself, accede to your request. After mature consideration, I have come to the conclusion to most respectfully decline the request you have so kindly made. My reasons for doing so are briefly as follows I hold that the Mayor of this City should be its magistrate in deed as well as in name, and that amongst the many other onerous duties he has to perform, the chief is that he should sit in the Police Court daily, and dispense (or help to do so) the administration of justice in criminal cases, and breaches of the City Bye-laws. To do this, and otherwise to attend to the duties of Mayor as they should be attended to, would take more time from my business avocations than I at the present feel justified in giving. It may also be doubted whether I should, having held the office so long, seek to oppose the Councillors now in the field, or others who may yet come forward. At any rate, I feel that my motives in doing so would very likely be misconstrued by many. The only reason that has induced me to think of accepting your requisition is the unsettled state of the water supply to the City. It is, however, probable that I may stand as Councillor for some Ward, and should I be returned it possible I may be able to assist the citizens in that capacity as well as if I were Mayor.
