Sir,—As a citizen, I desire to make a few comments on the above scheme with a view of bringing before others the most prominent features of this important question, which seems to be neutralised by the jealousy of two contending parties. At the instigation of public opinion the present site was agreed upon, an engineer engaged, ground surveyed, plans prepared, and tenders invited for the execution of the work, at a cost of several hundred pounds, which preliminary expenses, I presume, are borne by the ratepayers with a view of obtaining a good water supply. _ The animated discussions on the personal motives of each contending party, brought forward at every meeting of the Coun-

cil, I will omit; but the wilful extravagance and waste of public moneys, and the retarding of works conducive to the security of property and the health and convenience of the inhabitants, I cannot pass without a severe censure on the conduct of those who, through jealousy or other personal motives, desire to sacrifice the well-being of a community to pique or personal dislike of any party entrusted with the mere carrying out of a public duty.
