London, November 12. _ A financial crisis is imminent, and a panic is expected on the Exchange. Great alarm exists among all classes. The Committee of fifteen appointed to report to the Assembly on the Constitutional question have, by a majority of eight to seven, voted for the prolongation of M‘Mahon’s powers as President, such powers to date from the time of voting Constitutional laws. The minority of the Committee refused the concession. Amsterdam. The Dutch Chambers voted the Indian budget for carrying on operations at Acheen.
