London, November 12. _ A financial crisis is imminent, and a panic is expected on the Exchange. Great alarm exists among all classes. The Bank of England discount is at nine per cent., and is expected lo be increased to ten within a day or two. A large amount of specie is being brought into the market to tide over the rush. The cause is alleged to be the failure of Jay, Cooke, and Co., of Now York, a short time since, and the general disturbances in the American money llllUket ' November 13. Further reinforcements are proceeding to Asbautee. The death of Lord Lyvedeu is announced. New York. The Spaniards have captured an American filibustering expedition, and summarily tried and executed General Kayap and forty-eight others. There is great indignation in America in consequence, and the United States Government has resolved on a vigorous policy. A telegraphic message stopping the execution of the party was accidentally delayed. Paris. The Committee of fifteen appointed to report to the Assembly on the Constitutional question have, by a majority of eight to seven, voted for the prolongation of M‘Mahon’s powers as President, such powers to date from the time of voting Constitutional laws. The minority of the Committee refused the concession. Amsterdam. The Dutch Chambers voted the Indian budget for carrying on operations at Acheen.
