Wellington, November 5. The extraordinary session of the Prov ncial Council opened to-day. The Superintendent reviewed the work of the late session of Parliament as regards Wellington. He referred with satisfaction to the payment of L‘25,000 to the Colonial Government, for which a portion of the unreclaimed harbor land was hypothecated. On the release of the said land, contrary to the general prediction, the Executive decided to make ap plication for a loan of LIOO,OOO on the same security, with the intention of devoting the remaining L 75.000 for the purpose of reckmntion, inducting the scheme ioi the cx oi)sion of the railway from Pipitea Point to the reclaimed land. He was happy to st;.te that the money was raised without any difficulty from a local company, the Wellington Iruat Loan and Investment Company, Limited. There was every prospect that the scheme will yield the Provincial Council a profit of L 50.000, after paying the borrowed LIOO,OOO. It was very gratifying to be able to report the ready acquiescence of the Bank of New Zealand to the application of an overdraft of L 50.000, being proof of the high credit of which the prudent management of their financial affairs gave promise, A Bill will be submitted without delay for the construction of certain roads and bridges. The Provincial Government has already selected six additional surveyors and four engineers, to enable the works to be carried out vigorously. November 6. The Court of Appeal sits on Monday. The Chief Justice will arrive per Lady Bird. Justice Johnston returns from Wanganui on Saturday, and Justice Chapman is not expected to leave Dunedin till the 13th.
