A model lodging-house has been opened in Melbourne. One hundred and fifty sleepers per night can be accommodated, in fine large airy dormitories, at sixpence per night. A novel stand-point of view is taken by the Colonial Treasurer of Victoria with regard to subsidising local bodies. He has given it as his opinion that largely endowing local bodies does not tend towards encouraging the spirit of local government! In proof of his argument he quotes the fact that whereas the cities, towns, and boroughs of Victoria receiving only L774,00Q, have raised in rates an amount of L1,04b,720, or equivalent to L2 10s for every pound received from the Government, while the road boards and shire councils, receiving nearly two millions and a quarter, had only raised by self-taxation L 1,017,232, or LI for every L2 given by the (Government. In order to test his argument, substantially, he proposes to reduce the annual subpidies this year by L 40,000,
