A late foreign paper has the following : Prince Bismarck has just celebrated, at Varkein, his silver wedding. Only a small number of near relatives and old friends were present.on the occasion, but every minute brought gome testimony of the interest with which the day was regarded evep beyppd the bounds of Germany. One hundred and ninety-two telegrams, and a still greater number of written congratulations, were received.
