The question of Provincialism is receiving some attention. The Cross , in taking a retrospective glance at the recent Provincial doings further south, comes to the conclusion that there is a general and growing desire that the action .and organisation of Provincial Government should be simplified ; and thinks it is all but certain that real improvement in this direction must come from without. It says “ One thing is certain —that the exigencies of atleastsomeof the Provinces will either compel speedy retrenchment of expenditure or involve them erelong in hopeless financial embarrassment. The Provinces of the Middle Island, supported as they are by a large local land revenue, unless from sheer extravagance of expenditure, need not of course suffer any inconvenience on the score of impecuniosity, although even in Otago and Canterbury the system of Provincial administration is far from being considered satisfactory. But in the northern Provinces, and especially in Auckland, the difficulties of the position are more pressing. Here, neither the means at the disposal of the Government nor the manner of administration is to be regarded as any guarantee for the continuance of the existing state of things. A change of some kind or other is inevitable. ”
