THE NEW LICENSING BILL.

We have received a copy of a Bill entitled “An Act to regulate the sale of alcoholic

liquors,” which, wg are informed, is intended to be introduced into the General Assembly this session, and of which the following are the more salient points :—There are seven descriptions of licenses, viz :—General license, brewers’ license, wholesale license, temporary license, general night license, packet license, and bush license. The amount of fees for these licenses are not fixed in the draft of the Bill before with the exception of the temporary license and the packet license, which are Ll and LlO respectively. For all licenses dated on the first day of January in any year the full amount of the foe decided upon shall be decided upon shall be paid : for all issued between the last day of March and the first day of July three-fourths; between the last day of June and the first Jay of October onehalf, and between the last day of September and the second Tuesday in December onefourth.

On the first Tuesday at noon in the months of December, March, June, and September, shall be hold the quarterly licensing meetings, the resident magistrate or senior justice to preside, and three to form a quorum. No justice being a brewer, malster, clistiikr, or dealer in spbituous liquors, or interested directly or indirectly in the matter, shall be allowed to sit upon the Bench during tha licensing meetings, under a penalty of one hundred pounds. Certificates shall be granted authorising the issue of licenses to such persons as may be approved by the majority of justices present at the meeting, and every such certificate shall be void unless the sum to be paid for such licenses be paid to the Provincial Treasurer, or to the person appointed to receive the same, within twenty-one days after the granting of the certificate. But it shall be lawful for the person authorised to issue licenses at any time after the granting of the certificate to the person therein named, upon such proof as may be required, that he has, through inadvertence or accident, omitted to pay the fee within the twenty-one days, on the payment of fifteen pounds in addition to the sura payable for the particular license. Upon the production of the certificate, and payment of the sum required for the license, it shall be granted by the person duly authorised to the person therein named. Any just.ee, chairman of a city or municipal council, chief officer of police, or owner or occupier of property in the neighborhood of the house for which a license is required, or required to be transferred or renewed, may object by appearing in person, provided he gives a notice to the clerk of the court of the grounds of such objection at least one month in tho case of a renewal, and seven days in case of a new license or transfer, previous to the licensing meeting, at which the Bench shall hear and determine the objections.

With regard to the general provisions, the holder of a general license must provide two moderate-sized sitting-rooms, and five bedrooms, borides the apartments occupied by himself and family, and stabling accommc* elation for at least four horses ; with a lamp burning from sunset to sunrise over the entrance) door, or within twenty feet, unless public lamps are provided with only one public bar opening on any public street or road or private way, and liquors only to be sold between six a.m., and ten p.m., except as otherwise provided. The holder of license must have his name painthd over the door; must not'allow wages to be paid, or gambling to be carried ou; and must not suffer dancing or music in his house .except by express permission. No liquor to be sold on a Sunday except to bona Jide travellers, and residents in a licensed house. No per* son may hold more than one license. Licenses will be forfeited in case of the holder being couvidted of felony, or in case the lesee abscond, in whichcase the .lessor may apply for a now license.
