THE LAND QUESTION.
To the Editor, Sir, —H I were a member of tbe Provincial Council now sitting, I should propose the whole of the Waste Lands of the Crown to be treated as so many estates, and the different areas to be valued at so much yearly rental per acre ; to be leased for a term of years in blocks to suit applicants, under Covenant as to improvements at so much
per acre, and with purchasing clauses. Village and town reserves to be constituted along all lines of main roads and railways, with sufficient commonage areas; free selection for purchasers of nob less than 10,000 acres pastoral and mixed land, to be sold at 21 years’ purchase, on the valued yearly rental per acre. Other lands proposed to be sold to be specified and blocked out, and sold by auction at the Government upset price, calculated on the yearly annual value. By this means a steady and increasing revenue might be relied on. By the means at present adopted, the land is virtually given away, and the territorial source of revenue will sooner or later cease. —I am, &c. Lucio. Dunedin, May 10.
